ROAD ADVISORY COMMITTEE     Meeting Minutes, July 21, 2020 6:30 PM

Present: Chair William Holder; Members Kevin Toohey, Terry Thompson, Ann Neuburg, Matt Granger; Highway Superintendent Ben Metcalf, Town Administrator Sherry Patch

6:34 PM Opened meeting in Senior Center

Administrative:  Unanimous vote to approves the minutes of the 7/7/2020 meeting.

Funding schedule

CEI/Ball Hill Culvert design: MASS DOT’s Chapter 85 review of the design requested a reduction of the length of the proposed replacement culvert from the current design of 20.25 or 20.16 feet to less than 20 feet.

The design firm (CEI) is requesting additional funds to re-design the requested changes. The change may trigger another environmental review both at local and state level and negate the existing environmental permits, thereby preventing the project from going ahead.

TO DO:

Sherry and Ben will work with the CEI engineer and MASS DOT to review the signoff.

Bill will contact ConsComm to verify whether the requested change will trigger a new review.

Unanimous vote to authorize Ben Metcalf to pay CEI for responding to the extensive Chapter 85 comments, but NOT to redesign the project.

Project planning:

Leominster Road: Discussion about reclaim and repave project for construction in 2021. Needs to get to bid December 2020.

TO DO: Sherry, Matt, and Bill will request a refined estimate from VHB.

Engineering for Coal Kiln and Forslund Roads: Only one bid us in hand (GCI). The committee is not dissatisfied, but understand they should solicit competing bids.

TO DO: Prepare an RFP (design proposals) to be posted September 2020 for construction after June 2022.

Project scheduling/priorities:

Swap Worcester Road remill & resurface with rebuild of Wheeler/Lyons/Ralph

Move engineering for Worcester Road to 2022

Move engineering for Wheeler/Lyons/Ralph to 2023

Project updates:

Highway Barn Bridge Replacement:  Princeton PD is asking for round the clock details during construction. This will add ~$50,000 to the cost of the project.

TO DO: Sherry and Ben will meet with Chief Powers to discuss.

Project is ready to go, and the construction firm wants to start August 1. Jacobs is requesting an additional $20,000 for multiple additional submissions.

Route 140 Reconstruction: Completion is expected by September. Remaining work: parking lot, small median, final paving, and a sign “Welcome to Historic East Princeton”.
