November 15, 2021, 5:00 PM, Town Hall Annex

The meeting began at 5:0 1 pm with an opportunity for public comment which yielded none.

Old Business of layout and construction methods was reviewed.  Mr. Soderberg presented cost reduction strategies.  He listed these as A) program and future reduction B) alternate construction methods C) Asset reuse and D) deferred or alternate funding.

  1. In this area it had been decided to remove a bunk room, fitness area, one sergeant’s office, and dormers.  This would reduce proximally 1200 ft.².  The fitness area would be moved to the second floor which would not count in the square foot area
  2. Alternate construction methods cost reduction included reducing the siding and finish cost, modular construction, prefab and insulated concrete form options.
  3. Asset reuse includes vehicle exhaust evacuation system, generator, FF & E budget, and other equipment.
  4. Alternate and deferred funding includes grants from FEMA, hazard medication Grant, fire fighter grants EOC funding.  Also noted was that there is a Grant on the floor incongruous for Public Safety buildings.

He gave a slide show with more detail.  See attached.

Mr. Soderberg explained that modular construction was mostly done off site versus prefab which is assembled on site.  Mr. Bennett reports that it is possible to use a portable Decon room which would save some space as long as there is an adequate wash basin.

Mr. Moncrief reports that and go we will tour the facilities in the upcoming week.  Action items

                Mr. Soderberg will call Morton buildings or similar construction company.

Mr. Moncrieff will call the Connecticut facility with the ICF construction.

There will be a draft memo for the architect by the next meeting. 

Mr. Zimmatore will put together a pre-survey.

The Public outreach subcommittee discussed his approach to preparing the survey with question about how to add numbers and went to add numbers and when the best time to present it would be.  One consideration for the survey would be to consider other upcoming financial burdens and its effect on the vote on the Public Safety building.

It was decided to table financing and Grant opportunities for tonight.

The next Public Safety building committee meeting is scheduled for November 29. 

At 6:09 there was a motion to adjourn which was followed by a unanimous yea vote.
