Public Hearing & Meeting Minutes  --– November 18, 2020      7:00 PM

Present online were:  Applicant John Bomba and his attorney, Brian Falk were present along with abutter Rick Gardner and Planning Board members Tom Sullivan, acting as chair because John Mirick was absent (recused); Ann Neuburg; Ian Catlow; and Rud Mason who recused himself from participating. Also attending were alternate members Lisa Drexhage and Corey Burnham-Howard. Tom Sullivan noted that he had filed a “Disclosure of Appearance of Conflict of Interest” with the town clerk. Zoning Board of Appeals members present were Chairman Jesse Weeks, Bill Lawton and Larry Greene, Jr. 

7:03 PM  The three ZBA members conducted a public hearing for Harrington Farm owner John Bomba, as posted, and approved an amendment to four Special Permits issued by the ZBA from 1987 to 1997. The amendment will delete a condition that limits use of the four permits to applicant John Bomba.

7:25 PM   Acting Chair Tom Sullivan opened the public hearing for Harrington Farm, as posted. The applicant John Bomba, sought to delete Condition #10 from the Planning Board’s Special Permit Site Plan Approval dated April 25, 1997. Condition #10 limits the Site Plan to applicant John Bomba.

Mr. Falk reiterated the basic information from the ZBA hearing and the chair asked for any further comments from board members or abutters.

7:30 PM  With no further discussion or comments, the board voted all in favor to close the public input  portion of the hearing and deliberate. After minor discussion, the board, in roll call, voted to delete Condition #10 from the Planning Board’s Special Permit Site Plan Approval dated April 25, 1997, finding the owner-specific Condition #10 was not necessary to effect the purpose of a site plan review to protect public health, safety, and the town character. Voting to approve this amendment were Tom S., Ann N., Ian C., Corey B.H., and Lisa D.

7:35 PM  Group voted to approve the minutes of Nov. 4, 2020 as amended.

8:35 PM  Adjourned. The next PB meeting is Wednesday, Dec. 2, 2020.
