Town of Princeton, Mass.-- PLANNING BOARD meeting  w/ remote participation

Public Hearing & Meeting Minutes  --– December 2, 2020      7:30 PM

Present online were:  Applicants Roland Meunier & Felicitas Fandreyer; Will and Gretchen Aubuchon Planning Board members John Mirick, chair; Tom Sullivan, Ann Neuburg; Ian Catlow; Rud Mason and  alternate member Corey Burnham-Howard. Advisory Cmte. Chair Wayne Adams was present.

7:03 PM  Chair John Mirick opened the public hearing for 72 Beaman Road, as posted. The applicant Roland Meunier, sought a Special Permit for a pre-existing accessory apartment in the newly-renovated antique homestead. Plans and documents had been previously distributed online to members and applicants. After a brief presentation by the applicant, the board asked about a few details.

7:50 PM  With no further discussion or comments, the board voted all in favor to close the public input  portion of the hearing and deliberate. After minor discussion, the board, in roll call, voted to approve a Special Permit for an accessory apartment at 72 Beaman Road, authorizing the chair to sign the decision document. Voting unanimously were John M., Tom S., Ann N., Rud M., Ian C. and Corey B.H.,

7:50 PM The chair opened the public hearing for 105 Merriam Road as posted. The applicant, Will Aubuchon IV, sought a Special Permit for a pre-existing accessory apartment in a cottage located behind the main house. Plans and documents had been previously distributed online to members and applicants. After a brief presentation by the applicant, the board asked about a few details and closed the hearing and then, with little deliberation, voted all in favor to approve the Special Permit for an accessory apartment at 105 Merriam Road, authorizing the chair to sign the decision document. Voting unanimously were John M., Tom S., Ann N., Rud M., Ian C. and Corey B.H.,

 8:05 PM  Group discussed zoning amendments that were skipped at the May 2020 ATM and how they will be tweaked for re-submission at the May 2021 ATM. Another public hearing is probably in order. Corey explained wording she has suggested for clarifications in Sect. VII for pre-existing non-conforming situations. Ian is crafting wording for Sect. VI that may exempt municipal structures from dimensional zoning, as site plan review would still be required. Municipal facilities are already exempt from “use” zoning. Ian presented renderings of several designs being proposed by the architects for the Princeton Center site.

8:30 PM  Group voted to approve the minutes of Nov. 18, 2020 as amended.

8:35 PM  Adjourned. The next PB meeting is Wednesday, Dec. 16, 2020.
