TOWN OF PRINCETON

BOARD/COMMITTEE: PRINCETON CONSERVATION COMMISSION MINUTES

Attendance: Chairman Brian Keevan, Barbara Laughlin, Ron Thompson, Susan Mitchell, John Vieira, and Rachael Catlow

Brian Keevan called the meeting to order at 7:01 PM.

Votes taken in the following actions are “all in favor” unless noted otherwise.

Public Hearings and Meetings:

Item 1: 7:01 PM – DEP File #267-0414.  A public hearing was continued for a Notice of Intent (NOI) submitted by Jennifer Greene.  Doug Andrysick presented information to the Commission.  The testing for the location of the septic system and confirmation of wetlands is ongoing.  Brian recused himself from this hearing since he’s a Trustee of the Princeton Land Trust.  At 7:05 PM, the Commission voted to continue this public hearing until July 16, 2019. 

Item 2: 7:13 PM – DEP File #267-0424 (issued on June 6, 2019).  A public hearing was continued for a Ball Hill Road culvert replacement project for the Princeton Highway Department.  Matt Lundsted of Comprehensive Environmental Inc., provided revised plans showing extended erosion controls, the location of the equipment refueling area, and a revised wetland replication area.  At 7:20 PM, the Commission voted to accept the plans and project as presented and approved an Order of Conditions with standard conditions.

Commission Other Business, Mail, Procedures, etc.:

Brian reviewed mail received by the Commission.

Brian reviewed a Department of Conservation and Recreation (DCR) file request related to DEP File #267-0422.  The applicant will submit requested information to the DCR in order for a determination to be made regarding the project location within possible DCR jurisdictional areas.

The Commission replied in the affirmative for an ESRI invoice to be paid.

Brian provided an update regarding Pine Hill Road Lot 4 (DEP File#267-0406).  Brian attended a pre-construction meeting on June 18, 2019.  Erosion controls have been installed and the wetland replication area will begin the week of June 24, 2019.

Brian provided an update for demolition of the post and beam barn which will be replaced by a single story garage on the original barn footprint of the property located at 93 East Main Street being overseen by Bill Chase.  The work being conducted, specifically driveway material changes may be differing from the Request for Determination of Applicability (RDA).  The Commission will contact Bill Chase to request a plan showing the limits of the erosion controls, and a description of the work that has been completed and is yet to be completed.  Also the applicant must identify to the Commission how the project complies with Section 310 CMR 10.02(2)(b).  The Commission will request a formal site inspection of erosion controls.

The Commission discussed the Four Corners property Land Management Plan and lease and Brian will email the Commissioners the plan for review.

The June 4, 2019 meeting minutes were reviewed and approved with minor edits at 8:35 PM
