Note: this public meeting and public hearing were conducted via remote teleconferencing due to COVID-19 precautions.  Public participation details were posted with the agenda.

Applicants and others in attendance remotely:  Kyle Purdy (Jacobs Engineering), Brian Briselli (Virgilio Construction), Rich Eardensohn, Ben Metcalf, Dan Crocker (DCR), David Getman (DCR), Sherry Patch (Princeton Town Administrator), and Christine Rainville

Brian Keevan called the meeting to order at 7:11 PM.

Votes taken in the following actions are “all in favor” unless noted otherwise.

Public Hearings and Meetings:

Item 1: 7:16pm – 8:10pm – Amended plan review of East Princeton Road bridge replacement (DEP File 267-0420).  Kyle Purdy of Jacobs Engineering presented revised schematics for the installation of two (2) 48-inch diameter flume pipes.  Additionally, Brian Briselli and Rich Eardensohn also commented as needed.  The means and methods of flume pipe installation and the potential for scouring was discussed.  Dave Lundetta of SWCA will be the Environmental Professional responsible for monitoring conditions in compliance with the project SWPPP.  The Commission voted to approve an Amended Order of Conditions to document the receipt of amended water management plans and require a condition for scour protection at the flume pipe outfall in case of a large storm event.  The Commission voted to approve an Amended Order of Conditions (8:10PM). 

Item 2: 8:15pm - 8:45pm Department of Conservation and Recreation (DCR) Stream Monitoring Weir Project (DEP File # Pending).  A public hearing was opened for a Notice of Intent (NOI) and both Dan Crocker and David Getman of DCR Division of Water Supply and Protection presented information.  Brian recused himself from the public hearing since he’s an employee of DCR.  The DCR proposed a 15-foot wide weir to be installed to monitoring flow and water quality to measure impacts related to the long-term forestry project.  The weir is to be installed for a minimum of five (5) years after the forestry lot is cut, and can be removed after the five (5) year monitoring project.  The Applicant requested a continuation until the July 21, 2020 meeting.  The Commission voted to continue the hearing (8:42pm).

Item 3: 8:48pm - 8:47pm - 155 Brooks Station Road (Enforcement Order) DEP File# 267-0427.  A public hearing was opened and the applicant’s representative Art Allen from EcoTec, Inc., requested that the hearing be continued until June 18, 2020.  The Commission voted to continue the hearing (8:48pm).

Item 4: 8:49pm - 8:50pm – Mount Wachusett Ski Area pond dewatering (DEP File # Pending).  The Commission opened a public hearing and at the request of the applicant the Commission voted to continue this public hearing to June 18, 2020 (8:56pm).     

Item 5: Brian discussed receiving requests for Certificates of Compliance at the following properties:

  • 25 Hickory Drive
  • 143 Calamint Hill Road N
  • 53 Bullard Road
  • 205 Redemption Rock Trail

Item 6: Brian updated the Commission regarding the Route 140 erosion control problems near Justice Brook.  An on-site meeting occurred with Brian, Vincent Vignaly (DCR), Hassan Valipour (Mass Highway District 3), Greg Oswitt (Lynch Construction) was held on May 20, 2020 to review site conditions and propose a remedy to better handle the roadway drainage.  Two (2) drainage catch basins were proposed and approved at the meeting and subsequently installed. 

Item 7: Brian updated the Commission on the culvert replacement on East Princeton Road near the intersection of Mirick Road.  Brian inspected the work area on June 15, 2020 and noted that the contractor was dewatering the stream and the dewatering hose outlet was placed downstream instead of into the dewatering tank.  Brian notified all relevant parties that the dewatering needed to occur as planned and approved by the Commission.

The Commission voted to approve the May 19, 2020 meeting minutes with no edits at the start of the meeting.
