Holly Palmgren called the meeting to order at 7:03 PM.

Approval of meeting minutes from October 17, 2023

Request for Certificate of Compliance for Lot 1A Hubbardston Road: site visit held with Doug Andrysick, Holly and Brian on 11/7 to review completed work. All work completed and noted that erosion controls should be removed. Voted to approve the Certificate of Compliance at 7:08.

RDA Lot 1 Old Colony Road: septic at this location was recently approved, it stays away from the isolated wetland that is on the site, which is not in jurisdiction. Commission voted issue a negative determination as has been done previously for this site at 7:16.

Request for Certificate of Compliance for 312 Mirick Rd: Could not conduct site visit on 11/7 as the new property owners did not give permission and were not even aware of the site visit. Commission voted to continue to December meeting at 7:22.

Discussion of Joint meeting with Planning Board on Flood Plain meeting minutes: Commission voted to approve minutes forwarded to Conservation Commission by John Mirick from the meeting at 7:29.

Continued Public Hearing for a Notice of Intent (DEP File #267-0455) filed by the Town of Princeton Highway Department for general repair and maintenance of town roads, drainage infrastructure, and selected culverts: Larry noted that roadway maintenance such as resurfacing is exempt within the existing roadway alignment (310 CMR 10.02 p). Asked to continue hearing to discuss stormwater management/maintenance to December meeting, Commission voted to approve continuance to December meeting at 7:37.

RDA for clean up of Rte 31 Basin by Highway Barn: After discussion at October meeting, an RDA was filed for the clean up of the basin on Rte 31 by the Highway Barn. The Commission agreed that this feature was constructed as a stormwater basin, likely in the 1980s and was not a wetland resource. It was noted that a request for advisory ruling was submitted to DCR for this work. The Commission approved a negative determination for excavation of sediment, invasive species and saplings and the re-establishment of the sediment basin including the installation of a plunge pool and sediment forebay with special conditions that erosion controls be installed per the submitted plan, no stockpiling of material in the buffer zone, and include future maintenance in DEP File 267-0455 at 7:49.
