Brian Keevan called the meeting to order at 7:05 PM.

Approval of minutes: Minutes from the February 21, 2023 meeting were approved as drafted at 7:09 PM.

Item 1: Continuation of a Public Hearing for a Notice of Intent (DEP File #267-0450) submitted by Peter Normandin for construction of a single family home and driveway on Lot 1A Hubbardston Road (Map 11 Parcel 2-1A). Doug Andrysick represented the homeowner and described the project. No new information was presented, and the only update is the issuance of a file number. DEP recommended the PCC consider requesting wetland data sheets. Brian described the wetlands to the members and there were no further questions and no one requested data sheets from the applicant. The Commission voted at 7:26 to close the Hearing and issue an Order of Conditions with general Special Conditions.

Item 2: Porter on Boylston Ave. (DEP file 267-0448). Doug remained to update us on this project, which is under appeal. A revised plan was submitted to DEP in February, showing a smaller garage and driveway and the house and pool moved further from the wetlands. A copy was also sent to the PCC and to the residents who filed the appeal. The matter is still in the hands of DEP at this point so the Commission cannot take any action.

Item 3: 7:46-7:55 p.m. The Commission voted at 7:55 p.m. to extend the Order of Conditions for DEP file 267-0424 (culvert replacement by Princeton Highway Department on Ball Hill Road) to June 21, 2024.

Other Business/Procedures:

Review Four Corners annual report and plan: The chair reported that we have received the annual report and lease payment. Commissioners reviewed the farm plan details during the meeting.

Community Outreach Grant: Bonnie has begun planning for a speaker event in late April. The Commission discussed this briefly and mostly about the logistics of payments. At least one speaker is lined up so far. Bonnie has ordered printed materials for distribution to residents. We will confirm with the TA regarding the invoice/reimbursement procedure.

NOI spreadsheet update: No update this month. The chair will follow up with Bryanna on this.

Review Draft annual report: The report was submitted earlier in March.

Highway Dept. General NOI subcommittee update: Brian and Victoria have met again with Ben and Lar to review comments from ongoing drafts. We expect the NOI to be submitted for the April meeting.

Building Permit subcommittee: The committee members are now Bonnie and Brian. No issues.

Commissioner updates on current open projects: Commissioners discussed progress on various projects around town. Work on Matewsky is paused with the snowfall. Brian visited Houghton Road and will contact the developer to get the erosion controls reinforced where they have been damaged. Brian contacted the landowner of 312 Mirick Road to inform them of the need to submit a NOI for the septic system replacement activity that has been nearly completed.
