Brian Keevan called the meeting to order at 7:04 PM.

Approval of Minutes:  Minutes from the November 16, 2021, meeting were approved at 7:07 PM

Item 1: (7:08 – 7:14 PM) Notice of Intent (DEP File# 267-0436) from Robert Matewsky for construction of a single-family home at a parcel on the corner of Mountain and Pine Hill Roads.  A Public Hearing was continued for a Notice of Intent (NOI) to construct a single-family home and driveway on Map 4, Parcel 42D.  Since the November 2021 meeting, the site has had additional staking for the residence and driveway and stream flagging installed and surveyed.  At the request of the applicant, the Commission voted to continue the Public Hearing to review revised drawings when received as well as conduct a site visit.

Item 2: (7:15 – 7:24 PM) Notice of Intent (DEP File# 267-0437) for aquatic invasive plant control in a pond on land of Larry Greene, Sr. at 46 Goodnow Road.  A public hearing was continued for a NOI to conduct aquatic invasive plant control in a small pond at 46 Goodnow Road.  ProcellaCOR® has been proposed as the herbicide product that will be applied by a licensed contractor.  The Commission reviewed proposed draft Conditions presented during the November 2021 meeting which include applications be conducted during periods of low water level and during low flow periods, not when a rain event is expected, and 48-hour notification to the Commission prior to any/all applications.  The Commission voted to approve a NOI with special conditions at 7:24 PM.

Commission Other Business, Mail, Procedures, etc.:

The Commission discussed input to the 2021 Annual Report. 

Brian Keevan was contacted by the Princeton Building Department regarding building permit applicants that may have activities within jurisdictional areas.  In November, Brian conducted site visits at 211 Sterling Road and 66 Worcester Road.

The Commission discussed Issacs Way Lot 1 project regarding a proposed single-family residence, driveway, and associated septic system.  Although the residence, driveway, and septic, as shown, are outside jurisdictional areas, any site work within the buffer zone would be considered a Category 2 activity and subject to the submittal of a NOI.  Brian will follow up with the building department and contractor to get more detailed information.

Commissioners provided updates on active projects.

Coal Kiln Road – culverts were installed this fall without Commission notice, but DCR personal were on-site during the duration of the project.  Brian has viewed the 3 culvert areas and has requested that the remaining Commission members also look at the areas to see if any follow-up questions arise.

DiPilato, E. Princeton Road – Bonnie and Victoria will look at the construction progress.
