Brian Keevan called the meeting to order at 7:03 PM.

Approval of Minutes:  Minutes from the September 21, 2021 meeting were approved.

Item 1: DEP File# 267-0435 (7:06 – 7:20 PM) – A Public Hearing was continued for a Notice of Intent (NOI) for Nicholas and Beth DiPilato, Lot 1 East Princeton Road for the construction of a new single-family residence and a driveway.  Doug Andrysick presented on behalf of the Nicholas and Beth DiPilato who are purchasing the property from the owner, Raymond Laporte. The applicant submitted updated plans showing limit of work, updated driveway location, erosion barrier and siltation barrier updates, stonewall and minor changes to the house footprint.  Special conditions include the construction of a 120-foot wall.  The Owner stated that the wall will be constructed after the gravel driveway installation and prior to the construction of the house. The PCC issued an order of conditions with special conditions at 7:20 pm

Item 2: DEP File# 267-0414 (7:23 – 7: 33 PM) – Request for a COC for 43 Merriam Road owned by Jennifer Greene.  The PCC reviewed the list of Special Conditions, specifically #8 regarding a fence to restrict encroachment towards the wetland resource area and determined that Special Condition #8 has not been met.  The PCC Chair contacted Jennifer Greene who will propose a fence design.

Commission Other Business, Mail, Procedures, etc.:

Doug Andrysick mentioned that Peter Normandin (Lot 7-2 Sam Cobb) will be requesting a COC soon.  It was also discussed that a neighbor to the newly constructed single family home submitted an email with concerns about the construction potentially leading to erosion of Sam Cobb Lane.
