Brian Keevan called the meeting to order at 7:05 PM.

Votes taken in the following actions are “all in favor” unless noted otherwise.

Approve Minutes

Minutes from February 16, 2021 meeting were approved with minor edits at 7:13pm.

Minutes from March 16, 2021 meeting were approved at 8:19pm by Brian, Victoria, and Sue.

Executive Session Minutes from January 14, 2021 meeting were approved at 7:17pm.

Item 1: 7:12pm pm – 7:23pm – Request for Certificate of Compliance from Joseph DiCarlo for file 267-214, which affects both 499 and 487 Hubbardston Road.

A site walk was conducted on March 14th by Brian and Victoria.  The project was for the construction of a single-family home and septic system back in 1998.  The commissioners present at the site walk agreed that a certificate of compliance should be issued.

A motion was made to issue a Certificate of Compliance at 7:23pm by all present members.

Item 2: 7:24 pm – 7:41 pm – Raghavendra Rajendra and Keerthi Rao, Extension of OoC for lot 3A (DEP file 267-0405) on Pine Hill Road

A site walk was conducted on Monday 29th with Brian, Bonnie, and the property owners, Raghavendra Rajendra and Keerthi Rao, and Matt Marro (owner’s project consultant).  This property has a wetlands replication area which is the result of an alteration on the adjacent Lot 4.  Brian presented a punch list email from Matt Marro which included cleaning out of wetland replication area; side slope of driveway will be cleaned, loamed, and seeded.

A 3-year extension for the Order of Conditions was granted from the original issue date (May 22, 2018) by all members at 7:41pm via roll call.  The extension will expire on May 22, 2024.

Item 3: 7:42- pm – 7:43 pm – Hazim Mohammed, Extension of OoC for lot 4 (DEP file 267-406) on Pine Hill Road

A 3-year extension for the Order of Conditions was granted from the original issue date (May 22, 2018) by all members at 7:42pm via roll call.  The extension will expire on May 22, 2024.

Item 4: 7:08 pm -8:10 pm- 93 Main Street – update on contact with new landowners, Mitchell Dull and Mackenzie Bartlett. Mitchell Dull, the property owner, was present for the meeting.  Brian recommended a site visit be conducted with the new owners and commissioners to talk about the past unresolved enforcement order with the previous owner.  The new owner, Mitchell Dull, would like time to review the historical correspondence of the project before a site walk is scheduled. 

Commission Other Business, Mail, Procedures, etc.:

Matt Charpentier will present on Natural Resource Inventory during the April 20th meeting.

Cemetery project update – March 14th Briand and Victoria reviewed the tree cutting area.  The woodchips have been moved to the far corner.  Brian met Andy Brown on Wednesday March 31st and located the property boundary lines.

264 Mirick Road Update – Notice of violation was sent to the owner, Bill Eicholzer on January 20th.  Bill contacted the Commission via email looking for guidance on how to proceed. Brian will follow up with the owner to let him know of the options and a path for moving forward.

Discussion of Calamint Hill Conservation Area Land Management Plan revisions – The Commission discussed limiting access and use of the beaver pond.  No changes to the plan are planned at this time.
