BOARD/COMMITTEE: PRINCETON CONSERVATION COMMISSION MINUTES

Note: this public meeting and public hearing were conducted via remote teleconferencing due to COVID-19 precautions.  Public participation details were posted with the agenda.

Members in attendance remotely:  Brian Keevan, Rachael Catlow, Sue Mitchell, Barbara Laughlin, and Victoria Taft.

Applicants and others in attendance remotely: Doug Andrysick (project representative) and Peter Normandin (buyer) for Sam Cobb Lane NOI; Andy Brown for 267-0403 at 91 Ball Hill Road requesting an extension for an Order of Conditions.

Brian Keevan called the meeting to order at 7:03 PM.

Votes taken in the following actions are “all in favor” unless noted otherwise.

Public Hearings and Meetings:

Item 1: 7:09pm – 8:20pm – Notice of Intent (NOI) (No File # yet) - Lot 7-2, Sam Cobb Lane, Normandin Group, for a new single family home within buffer zone.  Commissioners conducted a site walk on October 19, 2020 to view the site with project representative Doug Andrysick. The proposed project is to build a single family home which will have an impact within buffer zone of 2,800 sq. ft. There are no zone A impacts in the area to be developed.  Brian Keevan proposed adding a line of silt fence to the straw wattle erosion control barrier since the wetlands are downgradient of the impact area. Rachael Catlow asked the applicant for a permanent barrier of the applicants choosing to be placed along the buffer zone area to help prevent future encroachments.  The Chair read several emails submitted to the Commission about project concerns from abutters and topics included wetland impacts, wildlife corridor impacts, and reducing the limit of work area within the buffer zone. Several abutters also spoke in opposition of the project. A motion was made to continue the hearing to the November 17th meeting.

Item 2: 8:21pm – 8:30pm Request for 3-year extension on OOC (#267-0403) - 91 Ball Hill Road, Andy Brown. An OOC was issued by the commission in April 2018, however, the applicant did not file the OOC with the Registry of Deeds.  Mr. Brown has until 30 days prior to the April 2021 expiration of the Order to request an extension, but an extension cannot be granted until the order is recorded. 

Item 3: 8:21pm – 8:49 pm – RDA for 40 Calamint Hill Road South, Dana Stanley – A site walk was conducted on October 19th by Bonnie Hirsh, Victoria Taft and Brian Keevan.  The Commissioners measured the distance from the pond to the project area of a 28’ x 28’ garage and determined the project was outside of the buffer zone. The Commission asked the applicant that any soil removed during the project be placed in an area outside the buffer zone.   Commissioned voted to issue a negative determination (Category 1) and to sign the form with electronic signatures.

Item 4: 8:50pm – 9:18 pm - Request for Certificate of Compliance (#267-0423) 77 Main Street for Mohammed Samoda.  An as-built site plan was submitted on September 28 2020 showing the existing site conditions including work performed in the buffer zone which was not part of the original NOI.  The Commission voted to issue an electronically signed COC with an ongoing condition reiterating that no unauthorized vegetation cutting shall occur between the erosion control line and the wetland resource areas as shown on the plan.

Commission Other Business, Mail, Procedures, etc.:

The Commission needs to work with Tom Sullivan of the PLT to do the CR monitoring of the Calamint Hill Conservation Area.  Rachael and Victoria volunteered to work with PLT to conduct the CR work.
