ROAD ADVISORY COMMITTEE Meeting Minutes, 12/16 2021 6:00 PM
Present: Chair Matt Granger, Members Al Pearson, Ann Neuburg, Daeg Brenner Town Administrator Sherry Patch, Highway Superintendent Ben Metcalf, Advisory Board liaison Peter Guimette

Administrative: Unanimous approval of minutes of 11/3/2021 meeting as amended.
ARPA funds SurveySherry Patch requested all attendees to complete the online survey asking residents how the town should spend its ARPA funds. .
Proposal reviews Committee members ranked the 3 proposals received for engineering services for the Worcester Road project.
The project is to reclaim and mill Worcester Road from the center to the Holden line with installation of 3,200' of new sidewalk. Water management is expected be a large factor in the project. The procedure to select a award a proposal includes:
- Rank proposals
- Open proposal price submissions
- Select proposal
There was general agreement that the rankings are:
VHB:
- Included a list of “services not included”
- Has a good track record with Princeton
- Had the most detailed/complete proposal.
- Has Complete Streets experience.
(It may be possible to combine the design with a book job to save money). - Has the staff/expertise required in-house
CEI:
- Large firm, but a designated subcontractor is problematic
- Has a good track record with Princeton
McClure:
- Small firm, more sub-contracting
- First project in Princeton is still underway
- No Complete Streets experience.
The committee discussed each proposal, and had questions.
TO DO: Sherry Patch will schedule brief interviews with each of the submitters so that committee members can ask questions.
Budgetary Al Pearson presented an updated/reformatted spreadsheet.
TO DO: Al requested Sherry Patch review the spreadsheet before wider distribution.
Once the budgetary spreadsheet is stable, it will be easier to examine project priorities.
General discussion of the impact of reducing the Town’s annual budget to build and maintain roads by $100,000 (as requested by the Selectboard).
Based on the historical spreadsheet, Superintendent Metcalf estimates that the proposed reduction would cost the Town 1,500 feet of paving and reconstruction per year.
