Brian Keevan called the meeting to order at 7:32 PM.

Votes taken in the following actions are “all in favor” unless noted otherwise.

Approve Minutes

September 15, 2020 minutes were approved with edits at 8:03pm.

Public Hearings and Meetings:

Item 1: 7:07pm – 7:11pm – Calamint Hill Conservation Area Kiosk Expenditure, Conservation Land Maintenance Revolving Fund.  Rick Gardner presented information regarding the proposed cost estimate of a kiosk expansion in addition to signage.  Some minor edits were discussed for the sign as well as asking for follow-up on sign fading.  The proposed cost estimate is $750, but the Commission recommended increasing the cost estimate to $850 due to difficulties procuring pressure treated wood.  The Commission voted to approve an allocation of $850 for the kiosk at 7:55pm.

Updates:

File #267-0428: Brian reached out to DEP personnel for guidance on how to proceed since some work has commenced prior to having all required permits, but has not heard back yet.

File #267-0430: Brian will request access to Parcel C Grow Lane, owned by Jen Caswell, after an anonymous note was relayed to the Commission via the virtual GoToMeeting chat function regarding possible alterations to a vernal pool(s).

Town Hall PFAS – Barbara discussed the availability of an Immediate Status Report No.2 dated September 10, 2020 submitted on behalf of the Town by Tighe & Bond (RTN 2-21072).  There is a section discussing sampling of stormwater runoff from 30 Mountain Road.  A drain pipe collects stormwater runoff, but the specific water body that might receive this runoff is not known.  An Imminent Hazard Evaluation (IHE) was completed and the results indicate that the discharge would not pose a Significant Risk nor an Imminent Hazard to surface water.  Barbara asked if the Commission would know the name of the specific receiving water body.
