Brian Keevan called the meeting to order at 7:01 PM.

Votes taken in the following actions are “all in favor” unless noted otherwise.

Approve Minutes

The Commission voted to approve the June 16, 2020 meeting minutes with minor edits at the start of the meeting. 

Public Hearings and Meetings:

Item 1: 7:23pm – 7:32pm The Commission reviewed information pertaining to requirements for documents containing electronic signatures to be recorded at the Massachusetts Registry of Deeds. Massachusetts General Laws (M.G.L.) chapter (c.)110G (Uniform Electronic Transaction Act).  The Commission voted to recognize and accept the provisions of M.G.L C. 110G regarding electronic signatures (7:32pm).    A certificate of this vote will be requested from Town Clerk and will be recorded at the Worcester District Registry of Deeds.

Item 2: 7:33pm – 8:21pm – The Commission reviewed revised plans for Lot 3A Merriam Road submitted by Andrysick Land Surveying on behalf of Jennifer Greene (DEP File# 267-0414).  The engineer on record (Andrysick) has proposed using additional fill to raise the elevation of the house to accommodate construction of a drive under garage and to eliminate the need to pump up to the septic tank from the house.  The Commission has the following questions:

  • How will all the fill areas be stabilized both temporarily and permanently?
  • Is there any way to consider moving the turnaround area farther from the wetlands?
  • How will the proposed site elevation changes impact on-site and off-site drainage?
  • How will the proposed site elevation changes impact the jurisdictional wetlands?
  • Did the applicant require re-approval from the Board of Health and Department of Conservation and Recreation (DCR) regarding proposed changes?
  • What is the total square footage of disturbance within the buffer zone and on the site?

The Commission Chair will send correspondence to Doug Andrysick to ask for answers to these questions before considering the matter again during the July 21, 2020 meeting.

Item 3: 8:22pm – 8:34pm – A request for a Certificate of Compliance (COC) from Don Peterson for lot 12A Hickory Drive was reviewed by the Commission.  Brian viewed the site on June 24, 2020 and again on June 29, 2020.  The Commission reviewed photos from the June 29th site visit and discussed that the site is not stabilized enough to vote to issue a COC and will notify the applicant and request to re-visit the site before the July 21, 2020 meeting.
