Richard Chase opened the meeting at 7:00 pm.
The minutes of 11/26 were approved with one correction.
Keith was introduced and he spoke about their products and their approach to a building project.
Typically the town needs site plans and designs to create a bid package. Usually the town will hire an architect.
Morton is not certified in MA to bid a complete project, however they can work as a subcontractor to construct the building shell. They would like to work with an architect on a project. Morton has their own engineering and they would construct the building shell using their own building crew.
There was a comment that JWA seems to favor a more expensive design than a Morton style building. Keith pointed out that Morton buildings are a custom design for the particular project and are not a “kit”.
Keith felt the cost per square foot for the equipment bays should be considerably lower that the cost for the office space. There was some discussion about insulation. The building will need to have a sprinkler system.
A design, bid, build project will need a general contractor.
So we asked Keith: where can we save money ?
He said we could potentially reduce the cost of the building shell by $1 million and there were siding options that could also reduce cost. He also said we could add features to the facade to give the building a less industrial look. He recommended a corrugated high rib roof design.
The committee feels if we can get the cost down to $5 million this may be acceptable to the voters.
Nina is waiting for a proposal from JWA. We need to be prepared to question their basic design specs and ask for lower cost alternatives as appropriate.
We reviewed the proposed questions and answers 1 to 6 and agreed to only use 1,3 and 5 at this time.
Richard reported on the 3 fire stations in Townsend. There were some issues. The 3rd station is small but the cost/sq ft was in the range of $500.
We reviewed the details of the JWA cost sheet. We looked at the details of the project cost line which seems high and represents an addon of 25%.
We will invite Chris Conway and Steve Mirick, members of the first facilities steering committee, to attend a meeting and share their suggestions.
